Quick answer

Start with the credential’s purpose

Choose an LLM when you already hold a qualifying first law degree and want advanced legal study in a defined area. Choose a Master of Legal Studies, Juris Master or similar non-JD degree when legal knowledge supports a nonlawyer role such as compliance, business or administration. Choose public policy for policy analysis, programme evaluation, economics, governance and public decision-making.

None of these titles should be treated as automatic US bar eligibility. Verify the exact school, jurisdiction and career purpose before applying.

Programme fit

Three different professional objectives

PathTypical audienceAcademic centreEssential caution
LLMApplicants with a first law degree or other eligibility specified by the law schoolAdvanced legal doctrine, research, writing and a specialisationBar relevance is jurisdiction-specific and never automatic
Master of Legal Studies / Juris MasterOften nonlawyers needing legal literacy for another professionLegal frameworks, regulation, compliance, contracts and riskNot a JD and generally not a licence-to-practise pathway
Master of Public Policy / related policy degreeApplicants targeting policy analysis, government, nonprofit or public affairs workEconomics, statistics, programme evaluation, institutions and policy designConfirm quantitative prerequisites and exact programme accreditation status

Schools use different degree names and admission rules. Read the programme’s intended audience and learning outcomes before comparing tuition or rankings.

Curriculum audit

Match courses to the work you intend to perform

An LLM can be general or specialised in fields such as international law, taxation, business law, human rights or intellectual property. Compare required legal research and writing, experiential options and whether courses are shared with JD students. A legal studies degree should show how nonlawyers apply legal knowledge within its stated professional context.

Public policy programmes often require statistics, economics, data analysis, programme evaluation and a capstone. Applicants attracted mainly by the word “policy” should inspect the quantitative core. Compare the available concentrations, client projects, research centres and whether the degree is professional, academic or interdisciplinary.

Admission fit

Present a precise legal and policy profile

For an LLM, verify whether your Nepal law credential satisfies the school’s first-law-degree requirement. Prepare transcripts, degree evidence, legal writing or professional information exactly as requested. Explain the legal issue or specialisation you plan to study and why that school’s courses or faculty fit.

For legal studies, state the nonlawyer function that requires legal literacy. For public policy, demonstrate readiness through economics, statistics, research, government, nonprofit, advocacy or programme work. Quantify responsibility where possible and keep the statement focused on skills rather than prestige.

GRE and English-test rules vary. Public-policy programmes may use the GRE, whereas LLM and legal studies programmes often set their own test and English requirements. Check current official pages for accepted tests, waivers and score validity.

ABA and bar caution

Do not misread law-school status

The American Bar Association states that its accreditation of a law school does not extend to post-JD or non-JD degrees such as LLM and Master of Legal Studies programmes. The ABA Council may acquiesce in a law school’s decision to offer such a programme, but that is not approval or accreditation of the degree.

Most US jurisdictions centre bar eligibility on a JD from an ABA-approved law school, while some have separate rules for foreign legal education or specified LLM study. Rules change and differ by jurisdiction. Review the current state board of law examiners’ rules and contact that authority directly. Do not rely on marketing summaries.

Policy accreditation and classification

Verify programme-level evidence

NASPAA accredits eligible professional master’s programmes in public and nonprofit policy, affairs and administration. Its accreditation applies to an exact listed programme, not automatically to the university, undergraduate degrees or doctoral programmes. Use the current NASPAA roster when this quality signal matters.

Federal CIP classifications can include American/U.S. Law/Legal Studies (22.0203), general Legal Studies (22.0000) and multiple public-policy classifications. The institution assigns the exact code. For any F-1 practical-training or STEM analysis, confirm the code on the Form I-20 and use current DHS information rather than the programme title.

Career evidence

Separate education, licensure and employability

Create three columns: what the degree teaches, what a regulator requires and what an employer expects. An LLM specialisation may deepen legal expertise without resolving a bar-admission requirement. A legal studies degree may strengthen compliance knowledge without authorising legal practice. A policy degree may build analytic skills without guaranteeing a government role.

For a Nepal-facing plan, connect the degree to a specific area such as commercial practice, regulation, compliance, development policy, programme evaluation or public administration. Support the plan with prior cases, research, projects or employment and avoid claiming a regulated outcome you have not verified.

FAQ

LLM, legal studies and public policy FAQs

What is the difference between an LLM and a Master of Legal Studies?

An LLM is generally an advanced law degree for applicants with a first law degree. A Master of Legal Studies or similar non-JD degree is commonly designed for nonlawyers who need legal knowledge in business, compliance or another field. Exact eligibility and purpose vary by school.

Does an LLM make a foreign lawyer eligible for every US bar examination?

No. Bar-admission rules are jurisdiction-specific. Some jurisdictions provide pathways involving foreign legal education or an LLM, while others do not. Applicants must check the current rules and contact the relevant state board of law examiners.

Is a Master of Legal Studies a licence to practise law?

No. A non-JD legal studies degree should not be treated as a substitute for a JD or as automatic eligibility to practise law. Its value is usually legal literacy for nonlawyer roles, subject to the programme’s design.

Is GRE required for public policy or LLM programmes?

Policies vary. Some public-policy programmes use or accept the GRE, while LLM and legal studies requirements are school-specific. Verify the exact programme and intake before preparing or sending scores.

Does ABA approve every LLM or non-JD degree at an ABA-approved law school?

No. The ABA states that its accreditation of a law school does not extend to non-JD programmes such as LLM or MLS degrees. A school’s ABA-approved JD status must not be described as accreditation of those degrees.

What should a Nepali law graduate compare before applying?

Compare eligibility, curriculum, writing and research expectations, bar relevance where applicable, career purpose, total cost, funding, location and the exact credential’s recognition in the intended jurisdiction or employment context.
