Canada Master’s and PhD PAL Exemption Guide for Nepali Students 2027
A precise guide to the PAL or TAL exemption available to certain degree-granting graduate students from 1 January 2026.

IRCC’s graduate-student instructions state that starting January 1 2026 an applicant planning to attend a degree-granting program at the master’s or doctoral level at a public institution does not need a PAL or TAL. Each element should be evidenced: the program grants the relevant degree, the school is a public DLI and the application falls under the current rule.
A graduate certificate, postgraduate diploma, qualifying or pathway semester is not automatically a degree-granting master’s program. Some universities also deliver programs through partnerships or different campuses. Verify the institution and campus on the DLI list and obtain a letter that clearly identifies the credential and program.
The exemption is for the attestation letter requirement; it is not an exemption from the annual cap in every policy sense or a promise of approval. Avoid marketing phrases such as “visa guaranteed” or “no financial documents.” The study purpose, admission evidence, finances and admissibility still require a complete application.

Upload evidence even when the portal asks for a PAL
The online field may still require a document response.
IRCC explains that people who meet an exception need to provide proof in the application. If a PAL or TAL upload field appears, follow the current portal instruction for exemption evidence, which may involve uploading proof in the PAL field or client-information field. Do not leave a required field unexplained.
Use the LOA, public DLI information and official program evidence to show why the degree level qualifies. A concise cover note can identify the exemption and list the supporting documents without making a legal argument beyond the facts. Save the final files exactly as submitted.
The officer decides whether the exception is met. If the program title is ambiguous, request a registrar or graduate-school letter before applying. Do not alter an LOA or create an attestation document. Any mismatch between the application and DLI verification can delay processing.

Prepare the remaining graduate study-permit evidence
Removing one document does not reduce the need for a credible study and funding plan.
A graduate applicant still needs a valid LOA from the DLI and the other documents in the current IRCC checklist. Academic transcripts, degree certificates, English or French evidence and research materials should match the institution’s admission record. Certified translations are required when documents are not in English or French under the applicable instructions.
Financial evidence should cover the required tuition and living-cost framework plus a practical budget. For a research degree, distinguish guaranteed funding, conditional assistantships, scholarships and expected employment. Use the formal award letter and its duration rather than treating a supervisor’s encouraging email as confirmed money.
The study plan should explain why the program and research fit the applicant’s previous education and career. It should not promise Canadian permanent residence or rely on a generic statement. Where the student has a long gap or a second degree at a similar level, provide evidence of the academic reason and new value.

Do not confuse a federal PAL exemption with Québec authorisation
Graduate students studying in Québec still face the province’s separate process.
IRCC’s graduate page explicitly notes that applicants planning to study in Québec still need to meet provincial requirements. Québec generally requires a CAQ for studies for programs longer than six months, subject to its own exceptions. The CAQ issuance letter can also serve the provincial attestation function described by Québec.
Apply to the Québec DLI first and obtain the admission letter, then follow the temporary selection for studies process. Check current institutional application management limits, fees, financial requirements and processing information on Québec’s official site. A federal rule should not be used to skip a provincial step.
Applicants outside Québec should still confirm whether another provincial document or exemption proof is relevant to the specific case. Policies can change between offer and submission, so refresh both the federal and provincial instructions immediately before applying.

Do not silently replace an old document or reinterpret a rule from a headline. If the effect is uncertain, pause payment or submission and obtain clarification from the responsible authority or a properly authorised professional.
