Changing DLI in Canada for Nepali Students 2027: New Study Permit Process

A student whose study-permit application is still being processed has a different route from a student whose permit has already been approved. IRCC states that an applicant with a pending file can use the web form to submit a new letter of acceptance and a provincial or territorial attestation letter when one is required. The student should preserve the web-form submission confirmation and the exact documents sent.

If a study permit was approved and the student is still outside Canada, changing the school generally requires a new study-permit application with the new LOA and new fees. An approval connected to the former DLI should not be treated as portable. Before withdrawing from the first school, confirm its refund rules and whether the new institution can wait for the new immigration decision.

Students already in Canada must use the pathway matching their level and circumstances. A change within the same school or program level may differ from changing to another post-secondary DLI. IRCC also describes limited situations involving a closure, discontinued program, suspension or loss of designation. Read the live decision tool rather than assuming an exception applies.

The former DLI reports enrolment status to IRCC. If it reports that the student is not registered and the student has not followed the required change process, the student may be breaking study-permit conditions. IRCC warns that a permit may become invalid or be cancelled, and future study or work applications may be affected. Keep attendance and registration evidence until the authorised transition point is clear.

Off-campus work depends on continuing to meet all work-eligibility conditions. A period when the student is not actively studying, is on an unauthorised break or is between schools can change the right to work. Do not rely on an employer, recruiter or classmate to interpret this. Check the study permit, the transfer route and the IRCC work page before accepting shifts.

A new school may offer a later intake, but a deferral does not automatically solve the immigration gap. Obtain written dates, ask both institutions how records will be reported, and seek authorised immigration advice when individual status is uncertain. Confirm that the new institution and campus remain on the current DLI list. DLI status alone does not make every program eligible for a post-graduation work permit. Check the exact credential, delivery mode, program duration and current PGWP program information. Ask for the program name and campus in writing before paying.

Compare how much completed study will transfer. A new program may extend the graduation date, repeat subjects or reduce the value of prior tuition. Request an official credit assessment, revised completion timeline and full fee schedule. If the transfer is driven by a promised job or permanent-residence outcome, treat that as a warning sign because a school cannot guarantee either result.

Review professional licensing where relevant. A similar course title at another school may have different accreditation, placement hours or regulator recognition. The decision should be based on curriculum and evidence, not only a lower deposit or a consultant’s claim that the new program is easier.

Read the old institution’s withdrawal and refund policy before cancelling. Deadlines may depend on the start date, visa outcome, registration status or formal withdrawal date. Submit the correct form, keep the timestamp and request a written calculation. A chargeback should not be used as a substitute for the contractual process unless the payment provider advises it.

For the new DLI, verify the payment recipient using the institution’s official channel. Match the student name, program, campus, intake and invoice. Keep the bank transfer record and the institution receipt. Do not send funds to a personal account or accept a third-party exchange arrangement merely because it promises a faster LOA.

Build a transfer budget that includes non-refundable application fees, possible lost tuition, new deposits, permit fees, biometrics or medical updates, accommodation changes and travel. The cheapest advertised tuition can become the more expensive route after lost credits and delayed graduation are included.

When a policy changes, compare the new instruction with the student’s application date, credential, institution, campus and personal status before deciding what applies. Do not silently replace an old document or reinterpret a rule from a headline. If the effect is uncertain, pause payment or submission and obtain clarification from the responsible authority or a properly authorised professional.
