UK Student Visa Refusal Letter: How to Understand It
A Student visa refusal letter should identify the Immigration Rule not met, the evidence or credibility finding and the available challenge route. Read it line by line before deciding between administrative review, a fresh application or another legal step.
First identify the documents
Keep the original decision email, refusal PDF, application form, document checklist, uploaded evidence, CAS statement, biometrics receipt and any interview transcript or notes. Do not work from a screenshot that omits pages.

Build a refusal matrix
Create one row per refusal reason. Do not treat a multi-ground refusal as a single problem.

Common Student visa refusal categories
Financial evidence
The letter may identify insufficient maintenance, a balance held for fewer than 28 days, evidence dated too early, an ineligible account holder, inaccessible funds, an unacceptable loan or inability to verify the bank. Compare the calculation with Appendix Student and Appendix Finance as they stood on the application date.
CAS or Student sponsor
A CAS can fail if it is invalid, withdrawn, already used after a grant or refusal, assigned too long before application, or issued by a sponsor whose licence is not valid at decision. Check the CAS record, sponsor note and university correspondence.
Documents used for admission
Where required, UKVI may find that a qualification or other evidence listed for the CAS was missing, inconsistent or unverifiable. Review the CAS evidence-used section and upload receipt.
English language or ATAS
The application may fail if the required English route is not met or a necessary ATAS certificate is absent, invalid or mismatched to the course. Check what the CAS states and the rule for the precise course.
TB certificate
An outside-UK applicant who falls within Appendix Tuberculosis may be refused for missing or invalid approved-clinic evidence.
Genuine-student credibility
The notice may discuss study gaps, progression, course and institution research, finances, accommodation, post-study relevance, immigration history or English ability. Home Office guidance says credibility refusals should explain allegations and reasoning and accurately reflect interview material.
Suitability or deception
A refusal alleging false representation, false documents, non-disclosure or another suitability issue can have consequences beyond one application. Do not reapply casually. Seek advice from a UK immigration solicitor or properly authorised adviser.
Administrative review
GOV.UK says an applicant outside the UK can request administrative review when the decision letter says it is available. The current key points are:
- Apply within 28 days of receiving the decision.
- Current fee: £80.
- The review considers whether a caseworking error occurred.
- A second review is not normally available unless the first review introduces new refusal reasons.
- Submitting a new visa or immigration application withdraws the pending review.
- Current published processing can take 12 months or more.
An administrative review is not a general opportunity to provide a stronger bank statement or rewrite a weak interview. Evidence rules are restricted and depend on the alleged error. Use the refusal and administrative-review guidance, not an old template.
Examples of potential caseworking-error arguments
A review may be considered where, for example, the caseworker overlooked evidence that was submitted on time, miscalculated a documented balance, applied the wrong rule date, misunderstood a CAS payment or materially misquoted an interview. Whether an argument is valid depends on the record.
“I now have better evidence” usually points towards a fresh application rather than proving the original decision was wrong, but reapplication must be assessed carefully.
Fresh application after refusal
A new application can address a real deficiency with new evidence, but it requires a new fee and must disclose the refusal. Appendix Student says a CAS used in an application that was refused cannot be reused. Obtain a new CAS from the university and confirm it supports the new application.
- Resolve every refusal ground, not only the easiest one.
- Ask the university whether it will issue a new CAS.
- Recalculate finances and restart any necessary 28-day period.
- Correct the application history and explain the prior refusal accurately.
- Obtain new TB, ATAS or other evidence if required and expired.
- Make the form, CAS and evidence consistent.
- Do not reapply while an administrative review is pending unless choosing to withdraw it knowingly.

Credibility refusal audit
Compare the notice with the interview record:
- Did the refusal quote the answer accurately?
- Did it consider clarifications given later in the interview?
- Are the course and university facts in the notice correct?
- Did the caseworker explain why an interpretation was preferred?
- Does the reasoning address the application as a whole?
- Was the applicant given an interview where guidance normally required one?
Home Office administrative-review guidance says a reviewer considering a credibility refusal asks whether it is more likely than not that the original decision maker was right on the evidence and facts available. A disagreement without identifying an error is not enough.
Financial refusal audit
- Recalculate outstanding tuition from the CAS.
- Use the correct London or outside-London maintenance amount.
- Check course months and rounding.
- Review every day of the 28-day balance period.
- Check the evidence closing date against the online application date.
- Apply the official currency conversion for the application date.
- Check account holder and relationship evidence.
- Confirm bank verification details and upload receipt.
Refunds after refusal
GOV.UK says IHS is normally refunded in full after a visa refusal, usually within six weeks, though review or appeal activity may affect timing. The visa application fee is generally not refunded once processing has started. VAC optional-service refunds follow provider terms.
Deadlines and professional help
Calculate the 28-day administrative-review deadline from the date the decision was received and retain proof of receipt. Do not wait until the final day to find advice. Use a solicitor regulated in the relevant jurisdiction or an immigration adviser authorised to provide the required level of advice.

Do not do these things
- Hide the refusal in a new application.
- Reuse the refused application’s CAS.
- Submit a review and new application without understanding withdrawal.
- Alter old statements or interview records.
- Send emotional allegations without identifying a rule or error.
- Assume a successful classmate proves your refusal was wrong.
- Pay an unregulated person who promises guaranteed approval.
- Miss a deadline while waiting for an agent.
