Match school records with the student’s real enrolment status

Mandatory reporting is now part of permit compliance.

IRCC requires post-secondary DLIs to report international-student enrolment status through the DLI Portal. Current guidance says reporting requests are sent periodically and can also be ad hoc. The information helps IRCC assess whether permit holders remain enrolled and actively pursue the course or program.

Ask the registrar or international office how the institution records full-time, part-time, academic break, authorized leave, deferred, no-show, withdrawn, suspended, completed and unknown statuses. The label may differ from an informal conversation with a teacher. Keep registration, tuition, attendance, transcript and official status letters that align with the DLI record.

If the DLI reports an inaccurate status, contact the authorized office promptly with evidence and request a written correction under its process. Do not pressure staff to misreport or create a backdated letter. Keep the original record, correction request and response because IRCC may ask the school or student for further information.

Remain enrolled and make reasonable academic progress

Presence in Canada is not enough.

IRCC’s study-permit conditions require enrolment at a designated learning institution and active pursuit of studies unless an exemption applies. Active pursuit can be shown through full-time or part-time enrolment during academic semesters, progress toward completing courses and authorized leaves no longer than the published maximum.

Course failures do not automatically prove non-compliance, but repeated withdrawal, non-attendance, no credits or unexplained program inactivity can raise questions. Keep adviser meetings, learning-support plans, medical evidence and revised academic plans. Immigration compliance and the DLI’s academic standing process are separate but their records interact.

A scheduled break must be part of the DLI calendar and program structure. A personal holiday, delayed return, self-created gap or online pause is not automatically a scheduled break. Work authorization also changes during leaves or non-enrolment, so do not keep working because a permit still contains printed work wording.

Document exceptions before IRCC asks

Contemporaneous records are stronger than reconstruction.

Create a table for every semester with program, DLI, course load, credits attempted and earned, physical location, work hours, break or leave dates and supporting files. Include transcripts, enrolment letters, fee receipts, timetables, co-op documents and registrar correspondence. Preserve the explanation for transfers, reduced loads or delayed completion.

For medical or family circumstances, obtain dated evidence while the event is current and ask the DLI to authorize leave under its formal policy. Protect sensitive records but retain enough information to explain the dates and academic effect. An authorized school leave can still restrict work and can affect PGWP review, so assess all consequences.

If IRCC sends a procedural-fairness letter or asks for compliance evidence, read the exact concern and deadline. Respond truthfully with an indexed package and a concise chronology. Complex non-enrolment, unauthorized work or school-report conflicts warrant prompt review by an authorized immigration professional.

Coordinate program changes leave work and permit validity

One school decision can affect several rules.

Before dropping courses, taking leave, deferring, changing a DLI or stopping study, ask the registrar and international office for the academic status and immigration implications in writing. Since November 2024 many post-secondary DLI changes require a new study permit, and beginning the new school without authorization can create a separate breach.

Track permit expiry and apply for an extension early when the program continues. If the student no longer studies, consider the correct visitor, work, restoration or departure step instead of remaining inactive. A future PGWP application can examine full-time history, final-term exceptions, authorized leave and physical study location.

Keep a dated evidence file before submission

A search result or counselling note can become outdated between shortlisting and application. Create one folder containing the official pages relied on, the date each page was checked, written answers from the institution, the final fee and refund terms, and the exact application files submitted.

When a policy changes, compare the new instruction with the student’s application date, credential, institution, campus and personal status before deciding what applies. Do not silently replace an old document or reinterpret a rule from a headline. If the effect is uncertain, pause payment or submission and obtain clarification from the responsible authority or a properly authorised professional.
