How the three degrees organise evidence

International Relations asks how states, institutions and non-state actors interact. Public Policy asks how decisions are designed, evaluated and implemented. Development Studies asks why development outcomes differ and how interventions affect people, institutions and systems.

Programmes can combine these areas, so compare the required methods core and capstone rather than only elective titles.

Choose global politics and diplomacy

NCES defines International Relations through international politics and institutions, foreign policy, law, comparative regions and diplomacy. Programmes may emphasise security, political economy, human rights, regional studies or international organisations.

Applicants should present a focused question and evidence of analytical writing. Language skills or regional knowledge can support some goals, but the programme’s actual requirements determine value. Avoid generic claims about wanting to “work for the UN” without a credible academic and professional pathway.

Choose analysis of public decisions

NCES describes Public Policy Analysis through economic and political factors in decision making, microeconomics, resource allocation, decision modelling, cost-benefit analysis and statistics. This can make an MPP or related degree more quantitatively demanding than applicants expect.

NASPAA accredits eligible professional master’s programmes in public and nonprofit policy, affairs and administration. It accredits the specific programme, not the whole school, undergraduate degrees or PhD programmes. Use the current roster.

Choose interdisciplinary development problems

Development Studies can draw from economics, sociology, politics, public health, environment and programme evaluation. US universities may use titles such as International Development, Global Development or Development Practice, and the CIP code can vary with the curriculum.

Compare whether the programme develops rigorous economics and statistics, qualitative research, project management, field experience or sector expertise. A broad title without a clear methods sequence can produce an unfocused application.

Translate local evidence into academic fit

Humanities and social-science graduates can use research papers, policy analysis, fieldwork or community projects. Economics and business graduates can show quantitative preparation. Law graduates can connect legal analysis to institutions and policy while identifying any economics or statistics gaps.

Do not infer designation from a policy title

International Relations and Public Policy have distinct NCES codes, while Development Studies may be classified differently by programme. Some quantitatively focused degrees may use a STEM-listed code, but the title itself proves nothing.

Confirm the CIP code that will appear on Form I-20 and check the current DHS list. Follow the STEM CIP verification guide without treating designation as a job promise.

Build a methods-based shortlist

Compare economics and statistics prerequisites, faculty areas, internships or capstones, language expectations, total cost and funding. Research-focused programmes may offer assistantships, while professional policy programmes can use different funding models. Awards are competitive.

Compare the required methods core, economics or statistics expectation, writing sample and language or regional study options. Also verify whether internships, practicum placements and capstones are available to international students and whether they fit your career plan. A programme called Development Studies may sit in public policy, international affairs, social science or another department, so evaluate the actual curriculum and official classification instead of relying on the label.
