An F-1 student generally applies for an SSN only after obtaining qualifying work authorization and evidence. The required file depends on whether the student has on-campus employment, CPT or an EAD. An SSN does not itself authorize work.

Important: Do not invent a job or pay anyone for a “guaranteed SSN.” Use the current Social Security Administration process and ask the DSO to confirm the student’s employment route.

Know what an SSN does and does not do

The Social Security Administration uses the SSN to record earnings and administer benefits. It is not proof of immigration status, a visa, work permission or a universal requirement for opening every student account. SSA’s international-student guidance says a college that requests an SSN for identification should be able to provide another number when the student does not have one.

On-campus route

Get real job evidence before applying

SSA states that an F-1 student eligible for on-campus work must provide a DSO letter identifying the student, confirming current school status and identifying the employer and type of work. SSA also asks for employer evidence, such as a signed letter describing the job, hours, supervisor and contact information.

The letters should agree with the student’s legal name, school and start plan. A campus job offer does not permit work outside the F-1 rules. Confirm the start date and any school onboarding steps with the DSO and employer.

CPT and EAD routes

Match the document to the authorization

For curricular practical training, SSA asks for Form I-20 with the employment information completed and signed by the DSO. Check the employer, location, full-time or part-time notation and authorized dates. Do not use an old CPT endorsement for a new job.

For OPT or another route requiring employment authorization, present the valid Form I-766 EAD as instructed. The SSN card may carry a work restriction legend; the EAD or immigration authorization, not the card alone, controls whether employment is permitted.

SSA generally requires original documents or copies certified by the issuing agency, not ordinary photocopies or notarized copies. The agency’s brochure currently suggests waiting at least 48 hours after reporting to school so the DHS record can be verified.

After applying

Track the record without exposing the number

Follow SSA’s receipt and card-delivery instructions. Tell the employer if payroll onboarding is waiting, but do not work before the immigration authorization or approved employment start date. If the name or birth details are wrong, return to SSA with the supporting identity records.

Memorize or store the number securely and keep the card in a safe place rather than carrying it daily. Do not send the full SSN or card image through ordinary email, messaging groups or unofficial forms. Ask why a business needs the number before disclosing it.

SSN versus ITIN

Use the correct identification number

An ITIN is issued by the IRS for federal tax processing when a person has a valid tax reason and is not eligible for an SSN. It does not create work authorization or Social Security benefits. A person who is eligible for an SSN should not apply for an ITIN instead.

Social Security number FAQs for F-1 students

Does every F-1 student need a Social Security number?

No. SSA explains that an SSN is generally for noncitizens with DHS permission to work. A school should be able to use another student identification number when an SSN is unavailable.

Can an F-1 student get an SSN before finding an on-campus job?

For the on-campus employment route, SSA requires evidence of the job plus a DSO letter confirming current status and identifying the employer and work.

Which documents are normally needed for an F-1 SSN application?

Depending on the work route, documents can include the passport, I-94, Form I-20, DSO and employer letters, CPT-authorized I-20 or an Employment Authorization Document. Use the current SSA checklist.
