UK Council Tax Guide for Nepali Students 2026
Council Tax is a local household charge, and full-time student status can produce an exemption or discount. The result depends on the course, household, tenancy dates and local council process.
Quick answer: GOV.UK says households where everyone is a full-time student do not pay Council Tax. If a bill arrives, apply for the exemption. In a mixed household, students are normally disregarded but a bill may still be due based on the non-student adults.
Who counts as a full-time student?
Current GOV.UK guidance states that the course must normally last at least one year and involve at least 21 hours of study per week. Separate rules apply to certain students under 20 studying up to A-level standard. Ask the university for a student-status certificate showing the official course dates.
Student-only households
If every resident qualifies as a full-time student, the household can be exempt. University-managed halls are commonly handled automatically, but a private flat or shared house may require an application to the local council. Do not ignore a bill while waiting.
Mixed households
A full Council Tax bill is based on at least two countable adults. Full-time students are disregarded. If one non-student adult lives with students, the household may qualify for a 25% discount; with two or more non-student adults, the full bill may remain. Liability can depend on tenancy and relationship arrangements, so use the council’s own guidance.
Important date gaps
Student status may start on the official course date rather than the tenancy date and can end before the tenancy ends. Some councils charge for the gap before enrolment or after course completion. Include this possible amount when comparing accommodation contracts.

- Find the council for the property postcode.
- Register the move or Council Tax account if required.
- Download the university student-status certificate.
- Submit the council’s student exemption or disregard form.
- Provide evidence for every student resident if requested.
- Keep paying any valid bill until the council confirms a change.
If a bill is wrong
Contact the council promptly with the account number, address, tenancy dates and student evidence. Keep a record of calls and uploads. Do not assume the landlord or university has updated the account unless the council confirms it.
