Australia Student Visa English Test Exemptions for Nepali Students 2027
An official-source guide to Subclass 500 English-test exemption classes, the evidence a Nepali applicant should keep, and the difference between visa exemption and university admission requirements.
Quick answer: A Nepali passport does not create an automatic English-test exemption for the Australian Subclass 500 Student visa. A Nepali applicant may still fall within a current exemption class—for example, when the only course in the visa application is a registered postgraduate research course, standalone ELICOS, a registered school course or a course registered in a language other than English; through specified sponsorship or exchange status; through qualifying recent Australian study; or through at least five years of study in English in one or more specifically listed countries. A visa exemption does not remove the university’s separate English admission requirement.
Exemption means the visa test criterion does not apply
The current legal source is section 7 of the Migration (English Language Tests and Evidence Exemptions for Subclass 500 (Student) Visas) Instrument 2025, known as LIN 25/090. It specifies classes of applicants to whom the Student visa English test requirement does not apply. The instrument commenced on 7 August 2025 and is currently shown as in force.
| Term | Meaning | Do not confuse it with |
|---|---|---|
| Visa English-test exemption | The Subclass 500 test criterion does not apply because the applicant fits a listed class | A lower score for a packaged English or pathway course |
| Admission English waiver | An education provider accepts other evidence for entry | A Home Affairs exemption |
| Evidence not shown in a checklist | The current application configuration may not request the document upfront | A permanent legal exemption |
| English pathway | A course package can allow a reduced approved-test score | Automatic freedom from all test requirements |
Read the live Federal Register instrument and the current Home Affairs Student visa page before relying on any exemption.
Nepal is not one of the passport-exemption countries
The passport class applies only when the applicant is both a citizen of and holds a valid passport issued by Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States. Nepal is not in this list.
| Applicant situation | Automatic passport exemption? | Planning response |
|---|---|---|
| Nepali citizen holding only a Nepali passport | No | Check the other exemption classes or prepare an approved test |
| Nepali applicant educated in English-medium schools in Nepal | No under the passport class | Provider admission rules and visa exemptions must be checked separately |
| Dual citizen with a valid passport from a listed country | Potentially, if the legal citizenship and passport conditions are satisfied | Declare and document the status accurately |
| Permanent resident of a listed country but not a citizen/passport holder | Not under this passport class | Check whether another exemption applies |
Important: studying in English in Nepal is not the same as satisfying the five-year study-country exemption, because Nepal is not one of the countries listed for that class.
When the sole course in the visa application matters
Section 7 includes applicants enrolled in certain courses when that course is the only course of study enrolled in for the Student visa application. The wording is important: a package containing another principal course may change the analysis.
| Only course enrolled for the visa application | Current visa-test position | Separate check still required |
|---|---|---|
| Course registered to be delivered in a language other than English | Exemption class | Provider entry and course-language evidence |
| Standalone ELICOS | Exemption class | ELICOS provider entry, genuine student and all other visa criteria |
| Registered school course | Exemption class | School admission, welfare and age-related requirements |
| Registered postgraduate research course | Exemption class | University, graduate school and research admission English rules |
A packaged ELICOS course accompanying a bachelor, master by coursework or another principal course is not the same as standalone ELICOS. The package may instead use a lower approved-test threshold when it meets the current duration and principal-course rules.
PhD and postgraduate research applicants
A registered postgraduate research course can fall within the course-only exemption class. This is especially relevant to applicants for a PhD, doctorate by research or master by research, but the exact CRICOS course and enrolment structure must be checked.
| Question | Why it matters | Evidence to keep |
|---|---|---|
| Is the course registered as postgraduate research? | The title “master” or “doctorate” alone does not prove the visa classification | CRICOS and provider course record |
| Is it the only course enrolled for the visa application? | The exemption wording is tied to the sole course | CoE and package structure |
| Has the university waived English admission evidence? | The provider makes its own admission decision | Offer conditions and graduate-school policy |
| Is a separate professional, scholarship or faculty standard involved? | Other decision-makers may still request test evidence | Written policy or sponsor condition |
Do not market a research offer as “IELTS-free Australia” without these checks. A university may require IELTS, PTE, TOEFL or another accepted form of English evidence even when the visa test criterion does not apply.
Foreign Affairs, Defence and secondary exchange applicants
The instrument also exempts a Foreign Affairs student, a Defence student and a secondary exchange student. These are defined statuses, not descriptions an applicant can adopt informally.
| Class | What to verify | Evidence approach |
|---|---|---|
| Foreign Affairs student | Whether the applicant meets the regulatory sponsored-student definition | Official sponsorship and application records |
| Defence student | Whether the applicant is sponsored under the relevant Defence arrangements | Formal sponsor documentation |
| Secondary exchange student | Participation in an approved secondary school student exchange program | Exchange approval and school records |
A private scholarship, employer contribution or family sponsorship does not automatically turn an applicant into one of these classes.
Two-year Australian completion classes
An applicant may fall within an exemption if, in the two years before applying for the Student visa, they successfully completed one of the specified Australian study outcomes.
| Qualifying study described in the instrument | Core conditions | Evidence to retain |
|---|---|---|
| Senior Secondary Certificate of Education | Course conducted in Australia and in English; completed within the two-year window | Certificate, transcript, dates and school evidence |
| Substantial component of a course leading to AQF Certificate IV or higher | Conducted in Australia and in English while the applicant held a Student visa; completed within the two-year window | Transcript, CoE, visa history, completion and language records |
The phrase “substantial component” is a legal threshold, not a number to guess. If the record is unusual, obtain qualified immigration advice rather than relying on a general blog interpretation.
Study in English in listed countries
Another class covers an applicant who has successfully completed at least five years of study in English in one or more listed countries: Australia, Canada, New Zealand, South Africa, the Republic of Ireland, the United Kingdom and the United States.
| Check | Required position | Common mistake |
|---|---|---|
| Duration | At least five years of successful study | Counting attendance without successful completion |
| Language | Study undertaken in English | Assuming residence alone is enough |
| Country | One or more of the seven listed countries | Including English-medium study in Nepal or another unlisted country |
| Evidence | Records must support dates, institution, country and language | Providing only a brief personal statement |
The years can be across more than one listed country, but the study, language and successful-completion evidence should form a clear chronology.
An exemption is different from a packaged-course score reduction
When an applicant is not exempt, eligible course packages can allow lower Student visa test scores. This is not a test waiver. The current score table applies to tests taken on or after 7 August 2025.
| Study arrangement | IELTS Academic | PTE Academic | TOEFL iBT |
|---|---|---|---|
| Standard route | 6.0 | 47 | 67 |
| At least 10 weeks of accompanying ELICOS, Standard or Extended Foundation, or eligible Pathway | 5.5 | 39 | 51 |
| At least 20 weeks of accompanying ELICOS | 5.0 | 31 | 37 |
Use the Australia English test comparison and the individual IELTS, PTE and TOEFL guides if no exemption is clearly available.
A university can still ask for English evidence
Home Affairs exemptions control one visa criterion. Australian universities, colleges, pathways, faculties, professional bodies and placement partners can set their own English requirements. A student may therefore be visa-exempt from a test but still need English evidence to receive an unconditional offer or enter a regulated course.
| Scenario | Visa test position | Admission position |
|---|---|---|
| Registered PhD is the sole visa course | May fit the postgraduate research exemption | Graduate school may still require a test or accepted prior study |
| Standalone ELICOS | May fit the sole-course exemption | ELICOS provider can use its own placement or entry assessment |
| Five years of qualifying study in listed countries | May fit the five-year class | Provider decides whether that study meets course admission |
| English-medium bachelor degree completed in Nepal | Does not by itself fit the listed-country class | Provider may or may not accept it as admission evidence |
| Course has professional accreditation | Visa exemption may still apply | Regulator or placement rules can impose higher English evidence |
Read every English condition in the offer, not only the visa document checklist.
Prove the exemption class instead of only claiming it
If relying on an exemption, create a short evidence index that maps each legal element to a document. This makes the application consistent and easier to review.
| Exemption route | Evidence bundle | Consistency check |
|---|---|---|
| Listed citizenship and passport | Valid passport and citizenship record | Names, passport number and nationality declarations match |
| Sole eligible course | CoE, CRICOS record and offer | No conflicting package or additional course |
| Foreign Affairs, Defence or exchange status | Official sponsor or program documents | Correct defined status used throughout |
| Recent Australian study | Certificates, transcripts, CoE, visa history and dates | Completion falls inside the two-year period |
| Five years in listed countries | Transcripts, completion records and language-of-instruction evidence | Chronology totals at least five successful years |
Use the official Document Checklist Tool with the intended passport country and education provider, then review the final ImmiAccount request. A missing checklist item does not give permission to misstate the facts.
Should a Nepali applicant prepare a test?
- Check whether a listed exemption class clearly fits the real facts.
- If relying on the course-only class, confirm that the eligible course is the only course in the visa application.
- Collect documents proving every element of the class.
- Check the university’s separate English admission rule.
- Check any faculty, placement, professional or scholarship English rule.
- If an exemption is uncertain, plan an approved test early rather than risking the timeline.
- Before lodgement, re-check the current instrument, Home Affairs page and Document Checklist Tool.
| Outcome | Next action |
|---|---|
| Clear visa exemption and provider English condition already met | Prepare the exemption evidence and verify all other visa criteria |
| Clear visa exemption but provider still requires a test | Prepare the provider-accepted test |
| No clear exemption | Choose IELTS, PTE, TOEFL or another current approved test that the course accepts |
| Conflicting course package or unusual study history | Seek qualified migration advice before relying on the exemption |
Common exemption mistakes
- Assuming Nepal is a passport-exemption country: it is not.
- Using “English-medium” as a universal waiver: the five-year class is limited to listed countries.
- Confusing packaged ELICOS with standalone ELICOS: a package can mean a reduced score rather than an exemption.
- Calling every master or doctorate research: confirm the registered course classification.
- Ignoring “only course” wording: an additional packaged course can change the class.
- Forgetting the university requirement: visa exemption does not equal admission waiver.
- Providing no evidence: map the legal conditions to documents.
- Relying on an old checklist: regenerate the current official checklist and follow ImmiAccount.

Australia Student visa English exemptions: frequently asked questions
Are Nepali students exempt from IELTS for an Australian Student visa?
A Nepali passport alone does not create an exemption. A Nepali applicant may qualify under another current class, such as an eligible sole course, specified sponsor status or qualifying prior study.
Is a PhD student exempt from the Student visa English test?
A registered postgraduate research course can fit the exemption when it is the only course enrolled for the visa application. The university may still require English evidence for admission.
Does standalone ELICOS require IELTS for the visa?
Standalone ELICOS can fit the sole-course exemption class. ELICOS packaged with another principal course is different and may instead use a reduced approved-test threshold.
Does five years of English-medium study in Nepal create an exemption?
No under the current five-year study-country class, because Nepal is not one of the listed countries. A university may separately assess English-medium study for admission.
Which passport countries are exempt from the visa test criterion?
The current class covers citizens holding valid passports from Canada, New Zealand, Ireland, the United Kingdom or the United States.
Can recent study in Australia create an exemption?
Yes in specified circumstances, including qualifying Australian Senior Secondary study or a substantial component of an AQF Certificate IV or higher course completed within the two-year window and under the stated conditions.
If the Document Checklist Tool does not request English, am I exempt?
Not necessarily. The checklist reflects the application configuration and evidence framework. Legal exemption claims must still be accurate and supported.
Does an English-test exemption remove GRE, GMAT or SAT requirements?
No. GRE, GMAT and SAT are separate admissions tests and should be prepared only when the selected Australian program requests, accepts or benefits from them.
