Distinguish GST HST and separate provincial sales tax

The province and type of supply both matter.

Use the CRA’s current GST/HST rate and place-of-supply page before budgeting. The published federal framework currently shows 5% GST for non-participating provinces, 13% HST in Ontario, 14% HST in Nova Scotia and 15% HST in the other participating provinces. Recheck these figures at purchase time because rates can change.

British Columbia, Saskatchewan, Manitoba and Québec have separate provincial systems in addition to federal GST, with their own rates, exemptions and collection rules. Alberta and the territories do not have a general provincial sales tax, but GST and other specific charges can still apply. Provincial rules should be checked on the relevant government site.

The place of supply can differ from the seller’s location, especially for delivered goods and services. A store in one province may apply the rate connected with delivery elsewhere. Keep the order confirmation and delivery address and do not assume an out-of-province website makes the purchase tax-free.

Check why similar purchases can receive different tax treatment

Food is a common source of confusion.

CRA states that basic groceries are zero-rated for GST/HST, meaning tax applies at 0%, but this does not cover every product sold in a grocery store. Prepared meals, restaurant food, confectionery, snack foods, carbonated beverages and other categories may be taxable under detailed rules.

A zero-rated item is not the same as an exempt supply in tax administration, even though the customer may see no GST/HST added. Students do not need to classify every technical category, but they should compare the item description with current CRA guidance before alleging a billing error.

Clothing, electronics, household goods, phone service, restaurant meals and many other purchases are generally taxable, subject to provincial differences or specific relief. Deposits, environmental fees, bottle returns and gratuities may appear separately. Identify whether a line is government tax, a refundable deposit, a merchant fee or an optional tip.

Recalculate price discounts fees and tax in the right order

Preserve the original transaction evidence.

Match each item with the shelf label, advertisement or online cart and confirm quantity, price, discount and return. Then identify subtotal, mandatory fees, applicable tax lines, tips, gift cards, deposits and total. A loyalty saving or coupon may affect the taxable amount differently depending on its structure.

CRA requires businesses charging GST/HST to tell customers whether it is included or added and to show the applicable rate or tax information on receipts, invoices, contracts or signs as required. For HST, the receipt generally shows the total HST rate rather than splitting federal and provincial components.

Photograph or download the receipt before thermal paper fades. For a possible error, calculate the difference, note the exact item and keep the advertisement, card statement and merchant messages. Do not publish card numbers or full receipts containing personal details on social media.

Ask the merchant first and escalate with evidence

A tax question is not automatically tax fraud.

Ask customer service to explain the product classification, rate and calculation and request a corrected receipt or refund when appropriate. Keep the representative name, date, case number and response. A simple product-code or discount error can often be corrected without a formal complaint.

If unresolved, use the merchant’s complaint office and the appropriate provincial consumer or tax authority. For GST/HST registration or collection concerns, consult CRA’s official contact and reporting guidance. A chargeback should not be used merely because a customer disagrees with a correctly disclosed tax.

Keep a dated evidence file before submission

A search result or counselling note can become outdated between shortlisting and application. Create one folder containing the official pages relied on, the date each page was checked, written answers from the institution, the final fee and refund terms, and the exact application files submitted.

When a policy changes, compare the new instruction with the student’s application date, credential, institution, campus and personal status before deciding what applies. Do not silently replace an old document or reinterpret a rule from a headline. If the effect is uncertain, pause payment or submission and obtain clarification from the responsible authority or a properly authorised professional.
